ROLLING STOCKS (Loco & C & W ) was ommitted in the June 1907 Estimate and no reason or mention of the fact given. In February 1908 $480,000 was inserted for this item, and this has been reduced in the present Estimate by $82,460.

Resident Engineer in his notes to the Estimates states that he expected the Railway accounting to be done for him by a Colonial Department, a supposition I am wholly at a loss to understand. In any case before he prepared his Estimate of February 1908 he was fully aware of the nature of the Accounting required. There is no explanation why no provision was made in that Estimate. The reason given in the report for the excess under "Salaries" is that the staff could not be reduced as expected. I am unaware of any reason for this, and
